The panel includes the Honorable Frederic Block, Senior Judge, U.S. District Court for the Eastern District of New York, the Honorable David R. Herndon, District Judge, U.S. District Court for the Southern District of Illinois, and the Honorable Kristen L. Mix, Magistrate Judge, U.S. District Court for the District of Colorado.
